Summary

  • Adds net_income_ahc and equivalised_net_income_ahc to HouseholdResult (AHC = net income minus rent and council tax)
  • Adds hbai_incomes to JSON output: mean and median equivalised net income BHC and AHC, plus non-equivalised means
  • Adds baseline_poverty and reform_poverty: 12-field poverty headcount structs covering relative/absolute × BHC/AHC × child/working-age/pensioner

Poverty definitions

  • Relative: 60% of baseline median equivalised net income (BHC or AHC)
  • Absolute: 60% of 2010/11 median (£14,400 BHC / £11,600 AHC) uprated by CPI index
  • Age cutoffs: children <16, working-age 16–65, pensioners 66+

Sanity check (FRS 2026/27)

  • Relative AHC child poverty: ~30% ✓
  • Relative BHC child poverty: ~21% ✓
  • Relative AHC pensioner poverty: ~22% ✓

All consistent with DWP HBAI publication benchmarks.

- HouseholdResult gains net_income_ahc and equivalised_net_income_ahc
- JsonOutput gains hbai_incomes (mean/median equiv BHC/AHC) and
  baseline_poverty/reform_poverty (relative and absolute poverty rates
  × BHC/AHC × child/working-age/pensioner)
- Absolute poverty lines: 2010/11 £14,400 BHC / £11,600 AHC uprated by CPI
- Relative poverty: 60% of baseline median equivalised net income
