Updates all Oregon income tax parameters for tax year 2025: - Tax brackets: Single thresholds $4,400/$11,050, Joint $8,850/$22,100 - Standard deduction: Single $2,835, Joint $5,670, HoH $4,545 - Exemption credit: $256 (from $249) - Federal tax subtraction caps updated for all filing statuses - CTC (Kids Credit): $1,050 amount, $26,550 phase-out start - Kicker rate: 9.863% - Added 2025 references with page numbers to all parameters - Added 2025 unit and integration tests Closes PolicyEngine#7138 Co-Authored-By: Claude Opus 4.5 <noreply@anthropic.com>
