rocProfiler-SDK: Reenable OpenMP target

Motivation

In #373 we disabled rocProfiler-SDK's OpenMP target due to issues in the Azure runners. Let's see if those are resolved.

Reenables the openmp_target which is part of the rocProfiler-SDK examples.

Azure is disabling rocprofiler-sdk soon. I think it's time to slowly migrate off of Azure, we should enable all the tests and ignore Azure failure once we have TheRock CI running.

Sounds good. I'll leave this on hold until we've phased out the Azure CI - we don't want to have CI issues on every PR until then.
