Add rocwmma and hipblaslt sample

Motivation

This PR adds the following samples:-

• rocWMMA - perf_i8gemm
• hipBLASLt - replaces gemm_swizzle_a_scale_a_b_vector with gemm_swizzle_b

Technical Details

Adds the samples to the cmake build path.
