✨ Add Scroll-to-Top Button on FAQ Page

📌 Description

This PR adds a Scroll-to-Top button to the FAQ page to improve navigation and user experience. When users scroll down the page, a floating button appears that allows them to smoothly return to the top of the page with a single click.

• Floating Scroll-to-Top button on the FAQ page
• Smooth scrolling animation
• Glow hover effect for better UI interaction
• Responsive design for mobile and desktop
• Dark mode support for consistent UI with the existing theme

• Added scrollTopBtn button in faq.html
• Added CSS styling in faq.css
• Created scroll.js to handle scroll detection and smooth scroll behavior
