When creating new issues on CATcher, unnecessary labels are removed from the github repo linked to the CATcher phase.
Before:
Only 3 labels availabel for issues in this repo. One of them is not a required label for CATcher.

After creating a new issue on CATcher:
All required labels are included. All labels not required by CATcher are removed.
