looks good, but yes some cherry picked tests would be good.

This disables Anaquin from the RNA-STAR pipeline and bumps the version to 1.2.
This change is unilateral, and does not do Anaquin processing even for libraries that have sequins.
Justification: We are no longer sequencing libraries with sequins, and sometimes these steps take a very long time.
