chore: add privacy policy page + cleanup for marketing pages

closes #99

• The root layout didn't need the auth provider, there are pages that don't require auth
• There needs to be a plain navbar option for these "marketing" pages
• The footer now includes a link to the privacy policy
• The layout for the /course/courseId directory is actually shared as the root layout for anything in (app)
