❤️ 기능 설명
Resilience4j 라이브러리를 사용해
Rate Limiter로 요청 전 속도를 조절하며,
Circuit Breaker를 통해 연속 실패 후 잠시 차단하고,
단일 요청에 대한 Retry를 지수적 백오프로 시도하도록 개선했습니다.
이를 통해 외부 API 호출에 대한 안정성을 향상하였습니다.
