Currently when viewing logs there's no way to know that the debug level was changed if it was changed to a level less verbose than PL_INFO. Since this relates to logging itself and for clarity in debugging (expected behavior that appears to be missing may just not be logged at the current level) it would be helpful to always log these changes.
