Now that these are served by OctoPrint standard hostless paths are sufficient

Hosting the OctoDash Angular assets from the OctoPrint means they are on the same origin, and therefore the host no longer needs to be specified.
This removes the config entry for the OctoPrint host, and removes a few hardcoded instances of
localhost:8080(technical debt introduced by a few previous plugin PRs.See #4927 for more info on how this fits into the greater plugin migration
