mmh, I am not sure it is correct to remove the lowPU piece from here

I don't know whether all the changes from this PR are actually meaningful, but those who dealt with this part of the code have left the group :-/ |

As agreed with David, I am just propagating the commits from erc-asimow/cmssw to synchronise the main repository. This should be needed to run on Run 2 samples
