Reduce RAM requirements for permission tracking of accounts
get_permission_last_usedget_permission_last_usedwas for account recovery. See Update permission usage so get_permission_last_used API works properly EOSIO/eos#2794 and EOSIO Recovery WASM Contract EOSIO/eos#2894. Since this feature was never added and Wire doesn't need it. Just remove the host function and related implementation. This will save RAM and be more performant.
