refactor: converted to mono repo with isolated packages and workspaces

Remaining work:

• Some *.vue files when imported cross package throw type errors because TS root scope. Still working out a Volar solution
• Storybook does not run yet. Sb can only run from a package that is targeted by Vite for bundling. This will require additional configuration and tooling.
• CI must be updated to serve binaries in railway. Until then prod will not update.
