This boolean was already added to the live asset meta data class. To prevent inconsistencies it has been removed from the GC canvas.

- Moved the management functions from GCPublicCharger inside the J_EACharger. This allows other GCs such as GCHouse to also have chargers. - Seperated the capability of V1G and V2G with the act of smart charging. The capability is now determined in the loader based on probabilities. The amount of V1G and V2G can be changed with sliders.
- Added a new method to base J_EA: reRegisterEnergyAsset. - refactored f_getGridConnections to f_getActiveGridConnections - f_connectToJ_EA and f_removeTheJ_EA now add chargers to the collection of EV Assets for the resultsUI. - bugfix where the J_EACharger didn't register itself. - Added p_avgEVsPerPublicCharger to the avgc data, still has a dummy value. - removed v_isActiveCharger from GCPublicCharger, there is already a v_isActive boolean in the GC.
- heat unbalance is now allowed if your GC(House) has a building with heat buffers. - J_EAAirco is now registered correctly to fix energy unbalance - building asset powerfraction capped at 0 to prevent cooling. (Maybe hot water demand was too high?)
