The alpine 3.23 flavored images are not yet available on docker hub. They will be when the manifests in docker-library/official-images are updated. See release process.

No - the upstream dockerhub repository referenced by Marcel contains a SHA of this repository to pull from. They are usually not updated outside a release cycle. I would personally not advocate changing this outside the release cycle as it means we can change it and document the change in the release notes for January.
