SCIX-828 Set password minimum length to 8

Password minimum length was 4 characters across all password forms.
Updated to 8 for stronger security enforcement.

• Updated minLength from 4 to 8 on registration, change-password, and reset-password pages
• Updated PasswordRequirements display to show At least 8 characters
• Login API validation left at min(4) so existing users with short passwords can still log in
