Repeats, while not emitted by (at least the offline) lifter were reintroduced here: UQ-PAC/BASIL#599. We can just support them here for compatibility by encoding as concats. In this case the only remaining repeats are
(repeat 2 x)so its not too verbose. I would rather not do translation in the frontend though...
