Description

When running the command it's saying nothing to be done because it recognizes it as a file

➜  ansible-chatbot-stack git:(main) ✗ make requirements.txt
make: Nothing to be done for 'requirements.txt'.

These changes fix the issue

Hum. actually you should instead list the requirements used to build requirements.txt
