Multiple QiaoFileManager instances cannot share one DoneFileHandler instance. Same goes to QuarantineFileHandler. In addition, we want to have a design that injects related file management instances for each agent during bootstrap.

Could we have the QaioConfig supporting multiple configurations instead of creating a new QiaoFileManager for each new topic?
