develop contains all changes for the initial implementation of our Django backend + PostreSQL database

Note: Changes have all be incrememntally merged into develop through individual MRs (list below for quick reference)

• Django + PostgreSQL #91 Added PostgreSQL & Django initial implementation
• Implement metadata schema in Django & PostgreSQL #97 Definitions for Project, Contributor, Publication, and Funding classes based on EMBER data model definitions
• Setup Backend (API, Code Structure, CI) #98 Initial API endpoints & Backend CI Workflow
• Load initial project data into backend #102 Load DB with initial data from EMBER data model data/*.yaml files
• Project pages populated from api #104 Update the Frontend to pull data from the API - Individual Project pages & All Projects (table) page
• Setup for backend in production #110 Enable production deployment of the Backend
