fix(ui): refactor tooltip, align action btns in app tile view

In the app tiles view, the action buttons Open Application and Add Favorite were not aligned on the same line, so I fixed their layout to align them vertically centered.

While fixing this, I noticed inconsistent use of tooltips, Open Application button used a title attribute without a tooltip, while Add Favorite button used a tooltip without a title. I standardized both to use the title attribute only for consistency.
