Use long commit hash for distribution path

Now the distribution pipeline seems to be broken due to conflicting git commit hashes. This patch would use the long form for 0.64.0 and above.

hmm, we have to make oclif use long hash when packaging

Explicit sha was added with oclif/oclif#1813

Unfortunately, the version OCLIF is really old and it doesn't support that parameter.

I give it up and just try another release with a new hash
