Added CLOUDATLAS open science initiative with detailed metadata and resources. This is an initial commit, with several placeholders which will be updated as we progress.

Hi @sagarbiophysics please ensure tags are the same as the ones on https://github.com/awslabs/open-data-registry/blob/main/tags.yaml

Hi @sagarbiophysics how is the data upload going? Please update the yaml with bucket name, region and SNS topic and let us know once this is ready to be merged. |
