[BIP-918] Addendum: Grant pool factory perms on mainnet

[Xeonus]

Grant perms for amp updates for the newest v3 stable surge pool and the deprecated v2 factory that has been used by Rocket (see pool 0x1ea5870f7c037930ce1d5d8d9317c670e89e13e3). Once these perms are granted, we can also finally execute #2649

Added ProtocolFeePercentagesProvider.setFeeTypePercentage(uint256,uint256) as a general perm to manage fee settings as per new core team mandate.

L2 perms will follow once Omni is admin on Arbitrum, Gnosis, Base, Avax and OP.
