고생하셨습니다~ 시간 검증 함수는 다른 곳에서도 사용할 수 있을 것 같아서 공통 util로 빼도 좋을 것 같아요!!

팝업창 만들었고, 메인에 띄울 때 닫기 버튼이랑 다시보지않기 버튼 구현했습니다.
다시보지않기 버튼의 경우 localStorage를 사용했습니다.
