Not sure what Active is intended to mean, but those are active on Signet as much as Heretical Deployments are.

"Active" is defined in BIP 2 as having achieved "rough consensus on the mailing list", and is replaced by "Deployed" in BIP 3. I think BIP 3's "Complete" is probably the right state for something that's available for testing in inquisition. Staying in sync between the definitions used in the bips repo seems like an okay approach to me. (And staying in sync between the README and the BIN's themselves likewise)

I think #15 goes most of the way to keeping statuses here in sync with what they would be in the BIPs repo after BIP 3 becomes active. Discrepencies can be resolved in #16 or elsewhere.
