feat: implement send tracking and resume capability

• Added persistent tracking of successfully sent images
• On subsequent runs, the bot now checks the send log and skips already sent files
• Failed sends are recorded and retried in the next run
• Improved error handling to better distinguish between temporary and permanent failures

The bot now maintains state between runs, ensuring:

1. No duplicate sends of successful uploads
2. Automatic retry of previously failed uploads
3. Efficient resume capability for interrupted transfers
