Update dependencies and refactor import paths for controller-util

This PR updates controller-util and controller-runtime.

Note that the package controller-runtime/pkg/envtest/printer has been removed.

This is a breaking change. Over time, it’s important for us to keep controller-runtime up to date. However, the current API depends on an outdated version, which blocks the upgrade process.
