Update available TLDs with Public Suffix List data

• Use PSL ICANN section which is for now the highest quality list of suffixes available on the Internet, maintained by Mozilla volunteers
• Includes both IANA zone DB entries and SLDs (e.g., .co.uk and pvt.k12.ma.us) that function as suffixes hosting mutually-untrusted domains
• Excluded most private section entries except for specific SLD registries, otherwise syncing at /admin/plugin/domains/admin_domains/importtlds/ will be unnecessarily slow
• Added selected additional domains (is-a.dev, js.org, etc.) from PSL's private section
• All IDNs in Punycode
