Added a new section on Compatibility and Evolution to outline the expectations for C2PA specification regarding backward and forward compatibility, graceful degradation, and documentation of compatibility issues.

Added a new section on Compatibility and Evolution to outline the expectations for C2PA specification regarding backward and forward compatibility, graceful degradation, and documentation of compatibility issues. This is related to #1831 and has been re-worded to use appropriate language.
