The Canton Grants Portal is a web-based management platform that gives the Tech & Ops Committee a structured workspace to review proposals, conduct milestone reviews, approve payments, and track the full grant lifecycle — all while keeping GitHub as the source of truth. It replaces manual PR-based tracking with structured scorecards, formal voting with quorum rules, milestone verification, a payment ledger with audit trail, and a public transparency dashboard for the Canton community.

Notes for Reviewers

• This platform does not replace GitHub. Developers continue submitting proposals as PRs. The portal syncs from GitHub via webhooks and posts review feedback, vote results, and milestone decisions back as PR comments. Proposers never need to use the portal.
• Governance alignment: The review scorecard criteria map directly to the evaluation criteria in the README. The voting module implements the 5+2 Voting Group structure from CIP-0100. The payment ledger operationalizes the milestone-based payment model from CIP-0082.
• Maintenance: The proposal includes a post-launch maintenance plan at $6,000/month covering a dedicated mid-level developer for bug fixes, security patches, and platform upkeep, plus monthly and quarterly reporting for the Canton team.
