This fixes AVX2 being unconditionally introduced when the compiler isn't set to build for an AVX2 target (e.g. through
-mavx2,/arch:AVX2,-mcpu=haswelletc.)cc @nirbheek (I had this patch committed with the textrel fix, but never submitted it upstream.)
