equality: introduce __eq__ & __ne__ so that ASN1 objects can be compared directly. ENUMERATED: catch KeyError and translate it to BadEnum. emit_OCTET_STRING: convert to bytearray before encoding.
Note: the encoder does not [yet] check constraints, so we make a round-trip test.
t0.asn: MsgD - a new PDU for testing negative integers & constraints.

I apologize for the checkin storm, my problems with unittest were aggravated by state in a way that required continually checking out fresh copies.
There are still a couple simple tests to migrate in, but for the most part this is complete.
