Polish St. Johns county service-card layout and spacing

Motivation

• Improve visual balance and spacing of the St. Johns county links section to make cards more consistent and centered.
• Ensure text and interactive elements are properly aligned for better readability across breakpoints.

Description

• Add #county-links .grid.grid-3 { gap: 14px; } to tighten the grid spacing.
• Update #county-links .service-card to include min-height: 104px, padding: 10px, and flexbox centering via display: flex, flex-direction: column, justify-content: center, and align-items: center for consistent vertical alignment.
• Center card contents by adding text-align: center to #county-links .service-card > * and adjust typography spacing by changing h3 bottom margin to 6px, p bottom margin to 8px, and strong top margin to 0.
• Preserve existing visual treatments like gradients, blur, border, and hover transitions while improving layout and spacing.
