Agrego una url con un endpoint liviano de validacion de catalogos, donde se ingresa una url y el formato.
De forma parecida a infra.datos.gob.ar, primero se valida si se pueden hacer requests a la url ingresada y si coinciden los formatos, y despues se hace la validacion del catalogo propiamente dicha, indicando si hubo errores de validacion o no, y cuales
