chore(ci): bump PocketIC to v10.0.0

This PR bumps PocketIC to v10.0.0 and additionally performs the following changes:

• deploys the ICP ledger and index canisters as well as the Cycles Minting Canister during PocketIC instance creation using a new built-in PocketIC feature as opposed to deploying those system canisters manually;
• regenerates tests/integration/assets/upgrader-memory-v1.bin with a different initial timestamp 11 May 2021 00:00:00 AM CEST (since the Cycles Minting Canister now requires a timestamp beyond 10 May 2021 10:00:01 AM CEST);
• removes the notion of an ICP minter and uses an ICP account of controller identity set up with 1,000,000 ICP;
• fixes a hard-coded error message in tests/integration/src/system_upgrade_tests.rs changed in the replica.
