Add git-cl: A Git subcommand to provide Git changelists

This adds git-cl under the "Tools" section. git-cl is a command-line subcommand for managing named changelists within a Git working directory. It supports workflows such as selective staging, stashing, and committing, and integrates with Git porcelain to improve clarity when working across multiple files
