DO NOT MERGE

This PR only verifies the workflow changes introduced in PR #390.

Scenario S08 (step-2 follow-up):

  • Header-only touch on a header known to be present in dependency metadata (libs/bsw/platform/include/platform/config.h)
  • Goal: confirm header-only changed-scope resolves to translation units in CI

Expected:

  • mode=changed
  • has_changes=true
  • resolver prints one or more translation units
  • clang-tidy runs

Run the full clang-tidy scan only on pushes to main.
Use changed C/C++ files for pull requests, merge groups,
and other branch pushes.

Treat an empty findings YAML as zero findings so
changed-file clang-tidy runs do not fail when no
diagnostics are emitted.
