This PR fixes invalid locale usage by replacing country codes with proper language codes.
Japanese must use the language code
ja, not the country codejp.jprepresents a country (ISO 3166), not a language. APIs such asIntlDateFormatteracceptja(orja-JP) but notjp.This change ensures standards-compliant locale handling and prevents localization fallbacks or errors.
