Handle STARTED status from servicelinker to update job state in UI#776

Adds LINKING_NETEX_FILE_STATUS_STARTED constant and a when-branch in ServicelinkerEnrichmentStatusRouteBuilder that sets JobEvent.State.STARTED and calls updateStatus, matching the pattern used by AshurFilteringStatusRouteBuilder.
