Add initial esx_whitelist module

Description

This PR adds the initial esx_whitelist module to the ESX core.
It allows server administrators to manage a whitelist of players, restricting access to authorized users only.

Implementation Details

📦 Installation
Extract to resources/esx_whitelist

Build the UI:

cd esx_whitelist/web
npm install
npm run build

Add to server.cfg: ensure esx_whitelist
Configure Discord token in server/cfg_discord.lua (optional)
Restart server
Requirements: ESX Legacy, oxmysql, Node.js 18+
