suppress MySQL SSL warnings during unit test execution

Add mysql-client.cnf to disable SSL connections
Mount MySQL client configuration in docker-compose.yml
Resolve TLS/SSL certificate chain errors in test environment
Create TestDataSeederWrapper to handle foreign key constraints
