Update Sphinx version

Sphinx changed from 8.1.3 to 8.2.3, the latest version supported by all the extensions.

Ran HTML build and linkcheck, no issues to note.

This commit addresses FFTK-4529, "Update versions…"

  • Mention any related issues numbers.
  • End message with sign off/DCO line (-s, --signoff).
  • Sign commit with your gpg key (-S, --gpg-sign).
  • Squash commits if needed.
• Request PR review by a technical writer and at least one peer.

This could include potential issues, rational for approach, etc.
