This prepares the introduction of a ready-made Phoenix.LiveView.UploadWriter implementation which makes it easy to process LiveView uploads by streaming them right into the database.
This should be useful for testing LiveView integrations; it also sets up a dummy endpoint and pubsub server.
This makes it easy to process LiveView uploads by storing them straight in PostgreSQL large objects.
