What does this PR do?

  • Bring mkdocs to a current version
  • Set a more useful path for rendered techdocs in local development

TODO

  • Add VOLUME entry to Dockerfile, ensure ownership to backstage user (to prevent permission denied problem)

Do the docs need to be updated?

No

Should this change be mentioned in the release notes?

  • A changeset describing the change and affected packages was added. (more info)
