Continous reproducibility action prototype

Release contains the prototype for reproducibility automation using Globus Compute.

Features:

• Enables users to provide a registered function uuid with arguments, or alternatively, a shell command
• Authentication managed with Globus Compute secrets
• Clones the repository on remote resources when invoking remote shell commands
• Returns stdout/stderr and stores them to a file accessible within the action
