Adds an option to return the full ResultSetMetadata and ResultSetStats as separate result sets. This gives the caller access to more details than can be provided through the standard database/sql interfaces.

Cache parsed statements and remove loading and checking for regex-based statements, as the latter is no an empty list.
Move all parsing to a separate package and separate parsed statements from executable statements. This makes the parser reusable for other purposes. Updates #461

Pull the value of retry_aborts_internally once from the connecion state when needed, instead of trying to set it (and keep it in sync) on the current transaction of a connection. This also enables the use of `SET LOCAL retry_aborts_internally = true|false`
Add support for BEGIN, COMMIT and ROLLBACK SQL statements.
