Also, move the variables to the top, so they are easier to find & update when a new release is tagged. Resolves: gtkd-developers#362
Using the -Wl, flag is much closed to what LDC uses as -L, so it will work better here. The LINKERFLAG can not be empty for GDC, currently.

This patch series versions GtkD correctly, and also fixes linking errors that happen with GDC when
LINKERFLAGis not set.We are using those patches in Debian.
