I disagree...
The original is "... on the web", not "... about the web". So, I think that the best translation is "na internet" and not "sobre a Web".

Acho que o internet, ou web, nem tem tanta diferença. O problema mesmo é o "sobre a web" em vez de "na web". A informação desatualizada é sobre PHP e está na internet, entendeu?
